I am so mad at my dhs worker. First of all, in Sept. '08 (the month it all began) my local hospital told me about the Iowa Breast and Cervical Early Detection Program. I was approved AND had a positive biopsy. From there I was told to apply for Medicaid and I would be approved regardless of our income. GREAT!! This information came from a different county, where this program is ran .
I applied in Oct. at my local dhs office. My case worker denied me because our income was over the limit. I tried to explain things to her and told her to contact Washington (Ia bcc program), then I waited. Nothing got done, so I called Washington myself. The lady there (Lisa) was very helpful and said she would email my county and not to worry. A little time passed and I got a bill from my Sept. MRI. I was confused and called my dhs office. My worker again said I was not eligible for Sept. and was only eligible for Oct. and Nov. I questioned the fact that medicaid is suppose to back pay 3 months and she told me no. She (Diana) was short and rude and acted like I was ignorant and bothering her.
I called Washington again, Lisa said she would take care of it.
A couple of weeks ago I received another bill for my MRI in Sept. AND a bill from the University where I go for chemo/Onc. (everything now). For the month of Oct. everything was paid by medicaid except for Oct. 1st. One day. What?
I couldn't believe I had to call that awful woman again.
I made the call at 2:00 p.m. Thurs. Jan. 29th 2009!
I explained who I was and my situation. She said she found my case but was not covered under medicaid.
I paused and very calmly told her that I have a medicaid card, my prescription are being paid for. My treatment is being paid for. The only issue was the MRI in Sept. and Oct. 1st.
She then said she'd have to call me back. She need to look up some stuff and she couldn't think with me rambling at her. OK????!!!
I then called Washington and got an answering machine and left a message. I still wasn't satisfied with how she talked to me and I called dhs back and asked to talk to her supervisor. I got transferred to someone (I still don't know who) I explained my problem and was put on hold for a few second when this loud voice got on the phone and said "STACY?" I knew it was Diana. I just said Yes? She started tearing me a new ___ hole. "Didn't I just tell you I would get back to you, etc.,etc.,?"
 
I wanted her to know that I was impatient since the bills were getting old.
She said I had no choice but to be patient. And let me know how very much she was offended by my calling to talk to her supervisor, who wasn't even there today.
I apologized for offending her, that was not my intention and reminded her of our previous conversations, her telling me I wasn't even qualified.
She interrupted me by stating very loudly "I HAVE NEVER TOLD ANYONE THAT I WASN'T QUALIFIED TO ANSWER THEIR QUESTIONS OR DO MY JOB!"
I said "wait a minute, you misunderstood me." and I explained what I meant.
She told me she doesn't remember talking to me and I said "I'm sure you don't, you talk to a lot of people; however I don't, and I remember talking to you and what you told me."
After a few minutes of her yelling at me and me trying to be respectfull and calm, I started crying.
"I understand you are insulted and I am sorry for that, it was not my intention to do that, I only want to get my bill taken care of. Now, can you understand where I'm coming from? I have too much to worry about right now. I shouldn't have to worry about this, too."
She was still cold and put out. "I will get back to you tomorrow."
Well, about 1 1/2 hrs. later she called back and said everything was taken care of. She told me to call the hospitals Mon. and have them resubmit their bills. I said "thank you."
Now, I wonder if it was that easy, why didn't she do that the first time I called her, or the second. She was rude every time, made me feel ignorant and I am not sure I want to leave it this way. I want her to have consequences for the way she treated me. What would you do?

   I too was qualified for the Breast and Cervical Cancer screening program in Virginia.  I was working, but had no insurance.  I'm self-employed and couldn't afford private insurance.

   My experience with the health department was far worse than the diagnosis and treatment of my cancer.

   Medicaid through this program, at least in VA, is available as long as you are being treated for breast cancer.  That includes every doctor visit relating to your cancer and diagnosis.  This means that until I can pay for my own insurance, medicaid will cover me forever, as I will be in treatment for breast cancer forever.  That includes medications and all follow up visits.  In VA this also includes our PCP, as they are working along with the cancer doctors to monitor my health.

   I am so sorry to read of the awful treatment you received. I have been there and it hurt.  The ladies at the health department were so rude to me.  I was identifed with a number, and my name was never used.  It was so degrading.  Especially since I was used to having private insurance and the very best of care.

  The doctors and nurses who have treated me here have been wonderful.  And I'm grateful for that.

Stacy, that is so wrong on so many levels... I have steam coming out of my ears right now.

I would be more than happy to write a letter for you. I happen to do this very well, ask Dell Computer ! They are not happy with me, but I got them to stop illegal practices by bringing in the Attorney General.
I have also written letters for patients who could not get approvals.
ANYTIME and ANYTHING you need- you let me know.
NO ONE should be treated like you were.

As Gina stated this is so WRONG on so many levels, and you should not let this person get away with this, if that is what you want to do now.  I say if that is what you want to do now, because if you are feeling overwhelmed right now, wait until you feel better and then report her.  Do not let anyone intimidate you.
Know too that you are not alone in the way you were treated.  For some reason, some of the people that they hire to work with various health agencies, seem to have absolutely no brains. May I also add, that I have come across these types of individuals in both the public and private sectors. 
 I say this because, I called to make an appointment for my yearly mammogram and sono, and was asked to read what the doctor had written on the script, and I read off Left Side ONLY, the brainless moron starts SCREAMING at me, "What do you mean 'left side only', I NEVER heard of such a thing!!!"  "You can't just have one side done, you must be misreading what the doctor wrote"!!  I SCREAMED back at the blithering idiot, "YOU CAN WHEN YOU'VE GOT NO RIGHT BREAST LEFT"!!!
Can you imagine having someone working in a radiologist's office, not being aware of mastectomy?
Anyway, about a month later, when I went into the office and finished with my mammo and sono, I registered a complaint with regard to the way I was treated.  I was then informed that they had fired that employee because they had received numerous complaints about the way she handled their customers.

Stacy, want me to write the letter?  I am awesome at it and usually I get the results I want.  The last letter I wrote was a few weeks ago to AT&T complaining about the horrible customer service I experienced and I mentioned in my two-page letter that I'm sure Verizon would be more than happy to take on my $200+ a month phone bill.  I got a phone call and a new phone, which is what I wanted since I had complained about the new phone we had just purchased.

I haven't had a lot of experience with DHS but I can put the facts down on paper and would be more than happy to help.

Stacy...((((HUGS))))...there is absolutely NO excuse for the way that person treated you...none, zip, zilch...I would take Gina or Margo up on their offer to write the letter...it might be easier to have someone put your words into writing...That employee needs to be written up...the supervisors need to be aware of how she treated a customer...I am sorry that you had to deal with this cr**!!  Karen

I want to take one/both of you up on your offer. I will get back to you soon. My mother is paying this worker a visit tomorrow morning. This will be interesting, she has a way with words and is on a committee involving DHS and the mental health system. She knows some big wigs in Des Moines, and plans to take advantage of name dropping. I will let you all know how that goes. I don't want her to get away with how she treated me. I can't be the only one. I am still mad.

Well, my mother has finally felt useful in all of this. She is always wanting to do something, help in some way.
She paid a visit to my DHS worker's supervisor. The supervisor is now my case worker, and I believe my old worker (Diana Bolin) will be in some trouble, or retrained to deal with clients from BCC  Care for Yourself Program.

Gina and MargaretB - I would like to thank you for your offer to write letters. I still want to go ahead with this. I will PM both of you her name and the address. I would like to see a copy, too. I'm excited to have you backing me up. It really means a lot to me.
